ci: enforce contribution gates for community PRs (17.0)#6

Backport of the 18.0 gates to the 17.0 line: CONTRIBUTING (enforced merge requirements, AI-assisted-contribution rules, DCO), the DCO 1.1 file, .flake8, [Unreleased] CHANGELOG section, PR-template checkboxes, and a CI badge (replacing the stale ci.yml badge). The enforcing workflow (.github/workflows/pr-checks.yml) is added to this PR branch via the GitHub web editor (the repo's OAuth token lacks the `workflow` scope). Backports the gates to the 17.0 line (docs half). Add
